buildings and the provision of equipment.
I trust that this
general policy, the implementation of which it is proposed to commence, will meet with your general approval.
3. I have also to submit for your approval certain arrangements with regard to the personnel of the new Training Centre. It will be necessary to appoint as Principal a senior and experienced officer from the ranks of the Masters in the Education Department, who will be capable of undertaking the highly skilled work of preliminary organization and planning of the curriculum. For this purpose and to ensure that the officer appointed as Principal will remain in the post for some time, I consider that it will be necessary to establish the Principalship as a superscale post of the same rank as Headmasters, on the new scale of salaries and other conditions of appointment recommended for such posts in the report of the Anomalies Committee. I shall be glad to receive your approval of the creation of this post, subject to the consent of the Finance Committee of Legislative Council, with effect from 1st September,
1939.
The establishment of Masters will be correspondingly
reduced by one.
4. I do not desire at present to submit the name of any candidate for appointment to this new post, but in view of other vacancies in the senior staff which it will be necessary to consider early in 1939, it is desired if possible to receive your approval in principle of the creation of the post at an early date.
